# Set researcher participation requirements

> Require two-factor authentication, identity verification, or a citizenship declaration before researchers join or submit.

You can restrict participation in a program to researchers who meet specific account requirements. Open the program's **Manage** page and find **Researcher requirements**. A **SuperAdmin** or **StandardAdmin** can select the requirements and save the program settings.

| Requirement | What the researcher needs |
| - | - |
| **Require two-factor authentication** | Two-factor authentication enabled on their current account |
| **Require verified identity** | A currently valid Hackrate identity verification |
| **Require citizenship declaration** | An active citizenship declaration on record; submitting one requires valid identity verification |

Researchers must meet **every** selected requirement before they can accept a private invitation or submit an authenticated report. The program page shows the requirements. If a researcher is missing one, the participation flow explains what to complete.

  Anonymous VDP submissions are unaffected by these requirements.
